虽然算不上完整的句子，但我们聊天中还是很常用的 如：-I think i‘ll not Go there. -why not to Go? -Cauz there i am now.
why not相当于why don‘t you...表示建议（introduce a suggestion)，而非问句询问原因（大家都知道了，呵呵）
而 why not to...只表原因，而不表建议。相当于why-clause 的简化，如：Why don‘t I like English ？-->why not to like English
He asked me why i didn‘t like English -->He asked me why not to like English.
反之，why to也可，如Why should we learn English? --> Why to learn English?
可以看出，与how-clause/how to特点很相似，所以，用法也很相似: why to/why not to多用于标题中或做句子的一部分(不过是规范的用法，不合语法）， 不能单独使用当成原因问句，更不能混同why not表建议。
"why not do " 表示建议 "why not to do" 提供或寻求原因、理由时使用。
