当前,我国社会存在着一个不容忽视的社会弱势群体,这个群体具有经济利益的贫困性、文化素质的低水平性、生活质量的低层次性、政治参与的边缘性和心理承受能力的脆弱性等特征,它的形成与市场经济体制改革的推进、社会结构的不平衡、制度设计的不合理及自身条件的不适应等密切相关.本文通过对弱势群体的概念、产生原因、保护现状入手,分析在当代我国弱势群体的一些特殊情况,提出一些可行的建议,来维护弱势群体的权益,构筑社会安全体系.从法律上保护弱势群体的生存权、劳动权、受教育权等各项权利,对于实现法律实质正义、促进社会和谐稳定、引导社会民众相互关照等,具有重要的意义.

At present,there is a social vulnerable group which cannot be ignored in our society.This group has the caracteristics of economic poverty in distribution of social resource,low cultural quantity,low quantity living, marginality in political participation,and vulnerability in psychological endurance,whose forming is closely related to the promotion of the market economic reform,unbalancedness of social stucture,irrationality of system design and inelasticity of oneself.The text starts with the concept,cause and conservation status of the social vulnerable group to analyse its special situation and put forward some feasible suggustions to protect group's interests.Protecting all rights of the vulnerable group,such as right to living,right to work and right to recieve education,are of great significance to realise law's substantial justice,to promote society's harmony and stability and to guide people to take care of each other and so on.
